NOWADAYS, SURROUNDING OF FACTRIES LOCATED IN CITY HAVE BEEN DETERIORATED BY THE CHANGE OF SOCIAL AND ECONOMIC SITUATION. THE PROPOSE OF THIS PAPER IS TO COMPARE THE CASE IN WHICH INDUSTRIAL DISTRICTWITH IS MAINTAINED WITH THE CASE IN WHICH THE INDUSTRIAL DISTRICT IS CONVERTED INTO RESIDENTIAL DISTRICT, ANALYZE INFLUENCE OF LAND USE CONVERSION IN MEDIUM FACTRY SITE ON LOCAL FINANCE AND ABSTRACT THE PROBLEM OF LAND USE MIXTURE OF INDUSTRIAL AND RESIDENTIAL DISTRICT ON CITY PLANNING. THE RESULT OF THIS CASE STUDY IS AS A FOLLOW :CONVERSION OF THE INDUSTRIAL DISTRICT INTO RESIDENTIAL DISTRICT DOES NOT NECESSARY INCREASE IN LOCAL TAX REVENUES, EMPLOYMENT AND POPULATION.
