THIS ARTICLE IS A HISTORICAL STUDY ON INSTITUTIONS CONCERNING PERSONAL TRAFFIC MODES USED IN SHORT DISTANCE TRIPS, I.E. BICYCLE AND WHEELCHAIR. RECENTLY NEEDS FOR NEW TRAFFIC MODES ARE GROWING BECAUSE OF THE INCREASING NUMBER OF ELDERLY OR HANDICAPPED PEOPLE WHO CAN NOT MOVE BY MASS-TRANSPORTATION MODES. THUS THIS PAPER AIMS TO EXPLORE SUITABLE INSTITUTIONAL STRUCTURES FOR FUTURE MODES. FIRST IT REVIEWS HISTORICAL CHANGES OF INSTITUTIONS FOCUSING ON ROAD TRAFFIC LAW. AND THEN IT FINDS THE STRUCTURE OF LOGIC BEHIND THE LAW AND IT IDENTIFIES THE PROBLEMS OF TODAY'S INSTITUTIONS.
