IN THESE YEARS, SOME OF EXCHANGE PROJECTS HAVE BECOME ACTIVE BETWEEN LARGE CITY AND A RURAL AREA. ESPECIALLY, IN THE RURAL MUNICIPALITIES THEY CONSIDER SUCH PROJECTS AS SOME OF THE REGIONAL PROMOTION MEASURES. THE AIM OF THIS STUDY IS TO EVALUATE THE URBAN-RURAL EXCHANGE PROJECTS WHICH THEY PROMOTE ACTUALLY THROUGH A SURVEY OF THE EXPERIENTIAL LEARNING PROGRAM FOR SCHOOLCHILDREN. THE SURVEY IS CARRIED OUT TO THE PLANNERS IN THE EXCHANGE PROJECTS. ITS DATA ARE COLLECTED AS THE LINGUISTIC VARIABLES. WE DEVELOP A NEW TECHNIQUE FOR EVALUATING THE FUZZY UTILITY FUNCTION USING THE LINGUISTIC VARIABLES. WE ALSO PROPOSE THE FUZZY STRUCTURAL MODELING BY USING THE DIFFERENCE OF UTILITIES AND THE FUZZY CONTRIBUTIVE RULE. IN TERMS OF THE TECHNIQUE WE CAN EVALUATE THE ACTUAL FACTS AND MATTERS MORE FLEXIBLY AND MORE REALISTICALLY.
