THE PURPOSE OF THE PRESENT PAPER IS TO DETERMINE THE SERVICE LEVEL OF PEDESTRIAN AREA WITH WHEELCHAIRS USERS IN A FACE-TO-FACE CROSSING AND A SCRAMBLE CROSSING. FIRSTLY, BEHAVIORS DESCRIBED IN EACH SERVICE LEVEL OF HIGHWAY CAPACITY MANUAL, SUCH AS SPEED DOWN, FOLLOWING, AVOIDANCE AND TOUCH WERE EXTRACTED. SECONDLY, SERVICE LEVELS OF PEDESTRIAN AREA WITH WHEELCHAIR USER WERE DETERMINED BASED ON THE RATIO OF THOSE PEDESTRIAN BEHAVIORS IN EACH PEDESTRIAN DENSITY CONDITION. IT BECAME CLEAR THAT THE SERVICE LEVEL WERE REMARKABLY DECREASED IN THE CONDITION OF WHEELCHAIR MIXED TRAFFIC AND A SCRAMBLE CROSSING.
