Abstract
THIS STUDY AIMS TO ANALYZE A STRUCTURE OF NEGOTIATION PROCESS IN TRANSPORT INFRASTRUCTURE PROJECTS BY A COMPARATIVE ANALYSIS. THE AUTHORS INTERVIEWED THE PROJECT MANAGERS ON THE NEGOTIATION PROCEDURES IN FOUR TRANSPORT INFRASTRUCTURE PROJECTS IN JAPAN. AS A RESULT OF THE SURVEY, WE LEARNED THE FOLLOWING;1.MANAGER'S BEHAVIOR CAN BE CLASSIFIED INTO 3 PATTERNS IN TERMS OF HIS POSITIVENESS TO THE PUBLIC INVOLVEMENT.2.THE POSITIVENESS OF THE PROJECT MANAGER DEPENDS ON BOTH THE CHARACTERISTICS OF THE PROJECT MANAGER AND THE BEHAVIOR OF THE RESIDENTS.3.THE RESIDENTS TEND TO FORM GROUPS FOR OPPOSITION WHEN THE PROJECT MANAGER IS NEGATIVE TO PUBLIC INVOLVEMENT.4.THERE ARE SOME SIGNIFICANT ROLES, ESPECIALLY AS A COORDINATOR, FOR THE LOCAL GOVERNMENT IN THE NEGOTIATION.
