THE PURPOSES OF THIS PAPER ARE TO GRASP NATIONAL CAPITAL REGION DEVELOPMENT PLAN IN THE TOKYO METROPOLITAN REGION AND ASSOCIATED SOCIAL PHENOMENA, TO CLARIFY THE ROLE THIS PLAN PLAYED, TO SEARCH THE POINTS AT ISSUE, AND TO EXAMINE FUTURE PLANS. THIS RESEARCH FOCUSES ON SAITAMA PREFECTURE WHICH HAD MUNICIPALITIES AS GREEN BELT AND URBAN DEVELOPMENT AREAS. WE SCRUTINIZE INDUSTRIAL ESTATE DEVELOPMENT PROJECTS AND HOUSING POLICIES CHRONOLOGICALLY. BY STUDYING THE RELATION TO THE MOVEMENT OF POPULATION NUMERICALLY, WE CONCLUDE THAT THE NATIONAL POLICY BY THE CENTRAL GOVERNMENT DIDN'T MATCH THE LOCAL POLICIES BY LOCAL GOVERNMENTS SO GREEN BELT WASN'T ESTABLISHED.

THEN THE CORRELATION BETWEEN COGNITIVE DISTANCE AND INTERACTION INDICATORS WERE EXAMINED. FOR THE LATTER, VEHICLE TRAFFIC VOLUME AND FREQUENCY OF TELEPHONE CALLS WERE CHOSEN AS INTERACTION INDICATORS BETWEEN CITIES.

FIRST, SOME EVALUATION METHODS FOR THE VOID SPACE INCLUDING THE LARGEST EMPTY CIRCLE METHOD ARE DEVELOPED. SECOND, A DATABASE, IN TERMS OF BUILDING FORMS AND LAND USE IN SOME DISTRICT OF TOKYO IS CREATED BASED ON THE DATA USED IN THE GEOGRAPHICAL INFORMATION SYSTEMS. THIS PAPER ANALYZES THE IMPACT OF JR-HANWA RAILWAY'S STATIONS ON THE DIFFERENT LAND USE TYPES BY GIS (ARC/INFO). THE LAND USE DATA IN 1973 AND 1990 IS DIGTIZED FROM THE LAND USE SNAP OF SCALE 1:30000. IT IS CONCLUDED THAT THE 8 STATIONS HAVE A STRONG IMPACT ON THE DISTRIBUTION OF LAND USE. THE RANGE OF THE IMPACT IS 1100M FOR URBAN, RESIDENTIAL, INDUSTRIAL AND 300M FOR COMMERCIAL USE IN BOTH 1973 AND 1990. THE IMPACT AREA OF EACH STATION ON RESIDENTIAL USE RANGES FROM 500M TO 1400M IN 1990 DEPENDING ON THE TYPE AND LOCATION OF STATIONS. THE IMPACT IS ENFORCED DUE TO THE FORMATION OF THE GROUPING OF STATIONS DETERMINED BY THE DISTANCE AMONG THE STATIONS. IT IS POSSIBLE TO KNOW THE TYPE OF STATIONS AND ITS IMPACT AREA BY ANALYZING THE LAND USE DATA.

ON SOCIAL AND INDUSTRIAL GROUNDS, WE OFTEN HAVE TO MAKE A PLAN TO SHIP RESOURCES ON A PLANE TO A FIXED PORT OR DEPOT BY A TRAFFIC ROUTE. THIS PAPER DISCUSSES A MANY-TO-ONE RESOURCE SHIPPING ROUTE. OF COURSE, THE ALLOCATION OF THE RESOURCES TO THE ROUTE DEPENDS ON THE FORM AND THE LOCATION OF THE ROUTE. SO, WE FORMULATE A LOCATION-ALLOCATION MODEL OF THE SHIPPING ROUTE, WHICH HAS A CONSTRAINT OF THE ROUTE LENGTH. THE OBJECTIVE OF THE MODEL IS TO MINIMIZE THE TOTAL SHIPPING COST FROM RESOURCE SITES TO THE PORT. THIS STUDY HAS CLARIFIED HOW THE OPTIMAL ROUTE DEPENDS ON THE UNIT SHIPPING COSTS BY USE OF THE NONLINEAR PROGRAMMING TECHNIQUE.

IN THIS MODEL THREE FACTORS WERE TAKEN INTO ACCOUNT. THE FIRST IS ENERGY CONSUMPTION FOR VERTICAL MOVEMENTS, WHICH CAN BE REPRESENTED AS DENSITY. THE SECOND IS THAT UNIT FLOORS WERE DIVIDED INTO TWO, RESIDENTIAL FLOORS AND BUSINESS FLOORS. TOTAL ENERGY CONSUMPTION WAS CALCULATED FOR COMMUTING BETWEEN RESIDENTIAL FLOORS AND BUSINESS FLOORS, TRIPS BETWEEN BUSINESS FLOORS, AND TRIPS WITHIN RESIDENTIAL FLOORS. THE THIRD IS TO CONSIDER OPEN SPACES LIKE ROADS OR PARKS, WHICH CORRELATE TO FLOOR AREA. CONSIDERING OPEN SPACES, THE DENSITY OF THE OPTIMAL LAND-USE IS NOT EXTREMELY HIGH. IT CAN BE SAID THAT THIS SIMULATION SHOWS A COMPARATIVELY REALISTIC 3D URBAN FORM.

IT ANALYZES THE PATTERNS OF THE BOTH FOR A PERIOD OF 10 YEARS FROM S.30 TO H.6. CLUST ANALYSIS WAS CONDUCTED IN ORDER TO CLASSIFY THE TOURIST MOVEMENTS AND TOURIST RESOURCES INTO TYPES OF EACH FROM THE VIEW POINT OF THEIR GROWTH AND ATTITUDE. THE RESULT OF THE ANALYSIS CLEARLY SHOWS THAT THE MOVEMENTS OF TOURIST ARE LARGELY DETERMINED BY TOURIST RESOURCES DISTRIBUTION, ESPECIALLY, THE SIGHT AND PLEASURE RESOURCES. THE FINDINGS ARE;(1)TODAY MANY FISHERY VILLAGES IN JAPAN ARE PROTECTED FROM RIGROUS NATURE BY BUILDING BREAKWATERS.(2)THE TOPOGRAPHY WHICH CAN PROTECT FISHERY VILLAGE FROM RIGROUS NATURE SURROUNDS PORT AND VILLAGE. FROM THE ANALYSIS OF PROTECTIVE TOPOGRAPHY WE OBTAINED CONCLUSIONS AS FOLLOWS;(A)THE RATIO OF THE DISTANCE OF BOTH ENDS TO THE DEPTH OF COVE IS 1:2, AND IT IS IN PROPORTION TO THE DISTANCE.(B)THE RATIO OF THE WIDTH OF FORE-ISLAND TO THE DISTANCE BETWEEN LAND AND ISLAND IS INVERSELY-PROPORTINAL TO THE RATIO OF THE DISTANCE OF BOTH ENDS TO THE DEPTH OF COVE.(C)THE WIDTH OF THE ALMOST ALL PORT ARE WITHIN 400M.

THIS PAPER ATTEMPTS TO DESCRIBE THE ACTIVITIES AND THE ROLES OF TWO PLANNING AUTHORITIES AT A REGIONAL LEVEL IN THE SWEDISH PLANNING SYSTEM- THE COUNTY COUNCIL AS A SELF-GOVERNING BODY AND THE COUNTY ADMINISTRATION AS A REGIONAL BRANCH OF THE CENTRAL GOVERNMENT. THE ANALYSIS SHOWS COUNTY COUNCILS SEEM TO HAVE DECREASED THEIR PLANNING ROLES WHILE MUNICIPALITIES AS PRIMARY SELF-GOVERNING AUTHORITIES HAVE GAINED A MONOPOLISTIC POWER. IN PHISICAL PLANNING. ON THE OTHER HAND, THE ROLE OF COUNTY ADMINISTRATIONS, SUPERVISING AND COORDINATING MUNICIPAL PLANS, SEEMS TO REMAIN ITS IMPORTANCE. FINALLY, OUR IMPLICATION IS THAT ONLY THE MINIMUM TASKS OF SUPERVISION AND COORDINATION MAY BE REQUIRED FOR A REGIONAL PLANNING BODY, WHILE THE OTHER TASKS LEFT TO LOCAL AUTHORITIES.

THE TAIPEI CASTLE LOCATED AND BUILT IN THE PLAIN AND UNDEVELOPED VALLEY. THIS CASTLE IS THE ONLY ONE THAT PRESENTS A UNIQUE RECTANGULAR SHAPE AMONG VARIOUS CASTLES BUILT IN TAIWAN. IT IS SAID THAT THE TYPE OF THE TAIPEI CASTLE HAS THE MOST SIMILAR TO THAT OF THE TRADITIONAL CHINESE CASTLE. THE PURPOSE OF THIS REPORT IS TO CLARIFY THE CHARACTERS OF ARCHITECTURES AND URBAN STRUCTURES AT GINZA FROM COPPER PRINTS WHICH ARE PRINTED FROM 1883 TO 1885. GINZA IS A FAMOUS DOWNTOWN IN TOKYO. GINZA WAS NOT A BUSTLING TOWN WHEN IT WAS BUILT IN THE EARLY MEIJI PERIOD (ABOUT 1877). SOME YEARS LATER, HOWEVER, GINZA HAD GROWN THE MOST FAMOUS DOWNTOWN IN JAPAN. THIS REPORT COULD POINT OUT REASON WHY GINZA HAD GROWN THE MOST FAMOUS DOWNTOWN. THE SHOPS AT GINZA TOOK MODERN RETAIL SHOP FORMS, AND SOLD MANY EUROPEAN GOODS.

WE CAREFULLY RESEARCHED THE LITERATURE ABOUT THE DEVELOPMENT OF THE RESIDENTIAL QUARTER IN NISHIKATA-MACHI, HONGO. WE TRIED TO DELINEATE THE INFRASTRUCTURE AND THEN CLARIFIED HOW LAND AND HOUSING LEASE SYSTEMS WERE UTILIZED. THE FOLLOWING FINDINGS WERE ATTAINED THAT THE HOUSING LOT AND THE RENTAL HOUSING WERE MANAGED AND MAINTAINED BY STEWARDS, LAND AGENTS, AND LABORERS. UNDER THIS SYSTEM, ALMOST EVERY ASPECT OF COMMUNITY LIFE, INCLUDING ROAD REPAIRS, SEWAGE, WELLS AND RENTAL HOUSING, AS WELL AS EPIDEMICS PREVENTION, FIRES, AND CRIMES, WERE CAREFULLY CONTROLLED.
