This paper deals with case study concerning community development planning movement of rural settlement in Kaminaka town, Fukui pref. A rural settlement has put community development planning into practice during these thirty years in partnership with the local authority. We analyzed the substance of this continuous trial. The conclusions are as follows: 1) discussion by small groups in the settlement was no less effective than presence of a leader. 2) consensus-building system of planning-project process has fairly functioned. 3) Trend of part-time farming and rural policy have both strengthened the partnership.
