Central district in Kyoto had been an unique place of historic Machiya-style row houses, but in recent years modern developments changed the harmonious environment to that of having no relations with next site. In this study new method of ruling a site with regard to next sites is proposed. The results of ruling method is expressed in several situations with visual CG, model investigations. The simulations suggest the future environment, the importance of earlier stage after new method is adopted, and the fact basic direction tend to be determined by the staring condition.
