Recently urbanization and industrialization area main Characteristics in land structure of Southe Korea. The aim of this study is to make clear urban characteristics and relevance to facilities level of living environment. This paper present 7 different urban groups- Seoul, big and high density, growing urban residence, stable growth in not so far area, decline in not so far area, cities in far area and industrialized growing cities. About an aspect of facilities level of living environment, national strategic areas relatively are not so high level. Comparing South Korea to Japan, facilities level of living environment in South Korean cities area not higher than Japan without a sewer system and large regional imbalance is found. We present the importance of local cities for national land strategy.
