Abstract
This paper aims to find basic facts for the housing policy in the inner-urban area. To understand the actual use of FAR and its change, analysis of variance and regression analysis are carried out, using independent variables such as infrastructure condition (appointed FAR, street area ratio etc.) and land use condition (building density, non-wood structure ratio etc.). As a result of analysis, the following facts are pointed out: a) In the area of 200-300% FAR, there exist many areas with actual use of FAR less than 40% in 1995. B) In the area of 400-600% FAR, the increase of actual use of FAR is evident and the main factor of this change is not the street area ratio but other potentials. C) In the area more than 600% FAR, the actual use corresponds to the higher appointed FAR and the highly use of FAR mainly depends on the increase of office floor area.
