In conjunction with the Reconstruction Program in Tokyo after Kanto Earthquake, a pipe subway network system was projected an designed underground in Tokyo to prevent frequent pavement-breaking excavation which was then necessary for the maintenance of city utilities. The original plan aimed at laying pipes in the subway system totaling to 97 kilometers long. In response to the request for budget amendment from the Seiyukai members in the Diet, the government cut the budge by 20%. Thus, the pipe subway plan was scaled down to 35 kilometers. I clarified the process of such failure in the Reconstruction Program and the pipe subway plan.
