Studies on traffic jams have been aimed principally at finding traffic jam boundary speed by analyzing traffic flows. On the other hand, some studies on driver's consciousness and evaluation of delay are proceeding. However, these findings should be integrated, because, even if a delay judgment model based on driver's consciousness is obtained, we have to judge traffic flows to be congested using observed physical data of traffic. However, if drivers perceive traffic flows to be congested, they may not feel dissatisfied with this condition. Then, it is important to analyze relations between the physical characteristics of traffic flows and the deriver's perception and evaluation of delay. The aim of this paper is to propose a delay judgment and assessment model of traffic congestion, and to analyze relations between them using the Bivariate Ordered Probit Model and the Covariance Structure Analysis.
