This thesis aims to review the process of residents' participation system (Juuku Kyogikai) in Nakano-ku since about 20 years ago, and to evaluate the system from the relation with the place for discussion of city master plan. I pointed that the system is becoming nominal, not widely known and tired because it cannot accept discussion about city master plan. But the system should be activated and kept the function as an opinion leader of the district.
