Abstract
Because law bills concerning bulk regulations are examined in detail by committee on construction of the Diet, it is important to investigate deliberation, especially at the time of deregulations. Concerning ten amendments between 1961 and 1997, important issues about bulk regulations are selected from minutes of the committee meeting of both houses. When the floor area ratio was introduced, it aimed not only for the balance between buildings and infrastructures, but also for new townscape with enough green and openness. Concerning the solar access, it is observed that the government opinion changed twice. The idea of separating different uses also influence bulk regulations, and registry system because more important through deregulations. But there are several points which were not discussed.
