Abstract
This paper deals with the district plans with revise of zoning regulations in Tokyo, and attempts to clarify how district plans can control to zoning regulations. The analysis beings with a general review of the district plans and zoning regulations, followed by changes of zoning type and floor area ratio. From the analysis, it was identified that over seventy percent of district plans were decided with the revise of zoning regulations. Then, it was found that the district plans can control the degree of deregulation. Also, the district plan with revise of zoning regulations is evaluated as the effective tool for the local authorities to control developments.
