Abstract
The purpose of this paper is to evaluate the new zoning regulations introduced in 1992. Our analysis, firstly reviews the number of land-sorting classifications at the previous and new zoning regulations, followed by the questionnaire survey to local authorities. From the statistic analysis of authorities with new zoning regulations, we could classified into eight types A comparative examination of these types shows differences between the size of the city, zoning policy, out of principle shift. However, it was found that the most local authorities strongly affected by the prefecture based policies.
