The aim of the paper is to find clues to reconstruct the coastal area in Osaka as a new high density residential urban area. We analyzed the land use transformation during two decades and made the investigation of the residents in various types of housing. We verified the stagnation of the industrial land use and clarified an indication of housing increase. In the future, we suggest that working and living spaces verified in the area should be maintained.
