Abstract
This paper deals with land use planning in urbanization control area mainly in Kobe City. The trial of Kobe City is based on the ordinance established in 1996 and noteworthy all over the country. The method is drawing up a land use planning of rural settlement with making use of down zoning and land use regulation. From the analysis, only 4 district plan of a settlement (12 village) has been drawn until now, but I found that it has an effect on land use control.
