Abstract
This paper aims on clarifying the problems of district plans which were designed with the incorporation into urban promotion area by studying Joetsu City. We find that those district plans lack the infrastructure and the urbanization has not proceeded in the designed areas and also that there are high risks to form the sprawled urbanized areas. The main factor is that Joetsu City used the private developments frequently as the improvement of infrastructure because Joetsu City changed the policy to the direction for enlargement of the urban promotion area since Joetsu City was candidated for the abolition of the urban promotion area in 1987 Circular.
