This paper describes GIS-based planning support tools using personal computers to help planners draw up alternatives. First, we indicate problems in conventional urban planning process at local governments, the present condition of planning support using GIS and GIS's problems to aid the planning. Being based on them, we attempt to develop GIS-based land-use planning support tools that enable a scientific and objective or rational approach to the planning process and that can be used even by local government's planners. Finally, we suggest the necessity and possibility of the approach by computer applications to the planning process.
