Abstract
This paper aims to reveal the urban planning concept of Charles BULS. When he was the mayor of Brussels (1881- 1899), the Haussmannism had already been called into question. So, he tried to improve sanitary situation reducing the number of impasses by the minimum required land, at the same time he tried to conserve historical monument, for lure the middle-classed people back in city center. What he thought as urban conservation was extended from the single monument to the group of historic buildings. His interest was not limited to historic preservation; he tried to make many beautiful roads and parks. After resigning, he opposed to the urban development of Leopold-II by designing the plans from the pedestrian point of view.
