Abstract
In down-town area, a sign of a phenomenon of population regression is seen increasingly in recent years although a decrease of the residents has induced various problems that was caused by bad residential environment and expensive land prices, However, it is not clear that the recovery of the population relates to the increase of fixed domicile residents in down town area, from a viewpoint that fixed domicile residents are required. The purpose of this study is to propose the improvement plan of residential environment. This study cleared that the residents don't settle for a prolonged period and the suitable residential environment for life space level is effective to increase population,
