Abstract
This paper aims to investigate application of the urban proposal system by citizen initiatives. The system was established in 2003 and its main purpose was to introduce initiatives and ideas of citizen in planning process. The paper especially focuses on the cases where residents take important roles in the proposal process to protect their living environment and examines achievements and problems of the system. There have been 28 urban proposals by 2005. 70% of them are proposed by developers and only 4 cases are proposed residents. The study on these 4 cases shows that constraints and problems of application of this system by citizen. To promote citizen initiatives in use of the urban proposal systems, supports for consensus building, expertise and skills in planning, and financial supports are required.
