The analysis of the relationship between governmental city planning and local assembly in Tokyo metropolitan cities

Abstract
We investigate relationship between local assembly and city planning process based on both quantitative and qualitative data. The analysis of membership in city planning councils (CPC) of Tokyo metropolitan cities highly suggests the diversity in 1) how the membership in CPC overlaps with assembly as a whole and their standing committee and 2) how the partisanship proportion in assembly represents in CPC. Furthermore, case studies in cities of Nerima and Kokubunji reveal the fact that senior officers in city planning departments formally consult with the standing committee members on a regular bases; however, it pertains to particular political/organizational culture or geographical conditions for them to rely on individual contacts with each member depending on the context of issues concerned.
