Abstract
The community policy of Japan started by the government in 1969 has seen the deployment term in recent years. Required authority and financial resources are transferred to residents. In this paper aims to analyze the delegated power system and the current state of resident autonomy organization. Firstly, we grasp the empowerment policy to the resident autonomy organization in the whole country. Then, we choose the policy of Nabari city and Fukuoka city, because they give priority to the transfer of the resources which the local community organization can use freely at their discretion, and to the authority to execute business. We clarified the contents of the policies and the activity process of resident autonomy organization.
