Abstract
Recently in Japan, the number of disputes related to constructing new condominiums is on the rise. This paper aims to find the way to control the building volume by effective Development Review System from the case study of Citizen-led Design review in Seattle, Washington. We investigated the applications of Design Review and Land use permits with focus on Appeal application. In the process, developers can apply the Development Standard Departure when their design better meets the intent of the design guidelines. By adjusting the setback and deciding the architectural style and color, the process becomes feasible. However, Height control is difficult using that kind of review system. The key to the height and building control is the issue of bulk study in the early stage of the Design Review process.
