Abstract
The 1970 Building Standards Law was set out to provide a structure for the modern zoning system, including a variety of uses of zones. In one of the drafts for the 1970 law that was recently discovered, however, it was found out that essential issues to the zoning system were examined and discussed. In this research, I shed light on the given-up draft to analyze it from the following three viewpoints: 1) howimportant the draft is to the history of the Japanese zoning system; 2) whether regulations on the use of buildings, building shape, etc., that were set out in the draft would have helped better urban planning; 3) how the essence of the draft can be revived for today's zoning system in Japan and if it can, how it will be included in the future amendments.
