Abstract

This study clarifies the land use management measures secured after the abolishment of Area Division and clarifies the problem caused in the process of ensuring it legally. As a result, we clarify the followings. Although the original land use management measures is not restrained to a peculiar inflexibility contained in the Area Division system itself, we confirm the condition that it has been transformed to the rule that widely allows the developments at the Agricultural Promotion Farm. Moreover, this measures have been able to secure the plans for both the city and the agricultural land legally, but the discretionally use restriction makes the retreat of restriction provided in the Specific Usage Limitation Area and causes the contradiction with the system of Agricultural Development.
