Abstract
This paper aims to study several planning ideas proposed by American lieutenant John D. Montgomery as a planning adviser who was staying in Kure Military government. Some materials and information as to Reconstruction Council or letters which had requested resources or support from central government were donated by Montgomery or collected by municipal archives, therefore by examining those materials, the planning idea for example preserving old industrial promotion hall or building peace memorial facilities could been led and it developed that those planning idea had played directly or non-directly to realize reconstruction planning and peace memorial city for war-damaged area in Hiroshima.
