Abstract
In case of large earthquake, large number of severely injured people dispersed in large areas will wait for medical service. We should prepare enough number of medical facilities as well as road network for the transportation of injured people, under the limited budget for seismic-proof projects. Recently, Disaster Medical Assistance Teams (DMAT) are settled up in order to quick on-site service in remote locations. Road network will be used for dispatch of the medical teams, as well as for transportation of injured people. This article propose an optimal seismic-proof planning model considering the dispatch of medical teams, by including a min-max structure based on the fact that on site medical service can be started at the timing no earlier than arrival of medical team and arrival of injured people. Small application of the model illustrates that medical team dispatch affects on optimal seismic-proof strategy.
