Abstract

This paper aims to investigate the actual condition of subsidy system to develop physical infrastructures and clarify its issues and effects. It is supposed that there would be specific issues in this subsidy system, because professional knowledge about the architecture or related lows is required. We found the followings from a questionnaire survey to community funds; 1) Most of funds have a judging committee consisting of the outsiders, and judging presentation is open to public. And some of them make on-site survey and provide technical supports. 2) the projects on private lands reach 80% and were conducted by individual or company for preservation of the historical landscape. On the other hand, the projects on public lands were mainly conducted by local groups with a variety of purposes. 3) It is difficult to operate and manage the physical infrastructure, but it could become local common property that is suitable for citizen needs.
