Abstract
This study aims to clarify the present situation of management of the empty houses by ordinances of local authorities. The outline of performance of ordinances was grasped by questionnaire survey. The point of note is "specialization" ordinances are invoked more actively comparing with other groups of ordinances. The "specialization" ordinances also tend to clear the empty houses up through its "demolish". Hearing survey and field survey in Yokote city chosen as a case study clarified that the number of demolished houses voluntary and the amount of information about empty houses were increased after enforcement of the ordinance. Meanwhile, the main criterion to invoke ordinances is "degree of dangerous" for surrounding people. There is no consideration from point of city planning and the situation is considered as one of the factors of empty lots is not used effectively.
