Abstract
Land Use Zone System is the basic tool of land use control and is a basis of land use plan. Since 2012, the designation authority of land use zone is also transferred to municipalities in the three major metropolitan areas. While it is expected that the application of land use zone system will be more suitable for the area, it is also required to have continuity and stability with past operations, wide area consistency and so on. This study focus on designation policies and standards for land use zone. Based on the status of formulation of policies and standards in those municipalities and differences from previous prefectural policies and standards, this study will clarify the actual situation of operation of land use zone system, and will examine the way of municipal application for land use zone system in the future.
