Abstract
This study aims to clarify the tendency to the district plan at Urbanization Control Area of the whole country, to understand the correspondence with the decision details and the upper level plan, and to propose the ideal way of the district plan at Urbanization Control Area for the future. We find that all the object cities operate the district plan while they achieve the consistency with the policy of the upper level plan, but no city considers the planned population at the district plan for the population frame. Moreover, some cities show the content to promote development in the operation standard. In addition, we find that the examination that incorporates development by district plan into urbanization promotion area and the attitude to building ordinance that strengthens limitation of district plan are different according to the city.
