Abstract
Aiming at reconsidering the relationship between land use control and historic conservation that are essential in planning urban areas, this paper conducts comparative analysis of those systems in Japan, South Korea and Taiwan, and reveals the followings. South Korea and Taiwan 1) have the cultural property protection system equipped with a coordination framework of cultural property administration and urban planning administration, such as a development restriction in the area surrounding a designated heritage building and TDR system; 2) put an emphasis on urban planning approach that decides the subject area and set a detailed regulation to realize the area conservation; and 3) have been active in developing the existing legal system to realize the urban policy focusing on historic environment. These initiatives could be a stimulus for Japan whose urban planning is weak in terms of the conservation.
