Abstract
The paper aims to compare the 'Urban function induction area' of Urban Facility Location Plan with the 'Future city structure map' of Urban Planning Master Plan, and to clarify the actual situation and problems between the two plans. More than half of the municipalities are found that the establishment of the target area was defined in the same or similar way. Nevertheless, nearly half of the municipalities have also designated areas that do not conform with the ones established by the Urban Planning Master Plan. These municipalities designate 'additional type' and 'selection type' zones in places not previously defined. Such an inconsistency in classifying the areas can be said to become a problem in terms of planning theory. By classifying according to function, we revealed the actual condition and challenges of these types of municipalities.
