Abstract
Our country has entered the era of decreasing population; transition into a sustainable urban structure is of urgent concern. Keeping this in consideration, formulation of the urban facility location plan has been advanced. Also, it is requested in this plan that its progress be assessed, but assessments concerning large areas have not been sufficiently assessed. On the other hand, thanks to mobile spatial statistics in recent years, changes in the number of people present in city centers can be grasped. Hence, aiming towards the practical application of progress management of the urban facility location plan, an examination concerning the utilization of mobile spatial statistics as an assessment index through a case study was conducted.
