Abstract
The target of this paper is Chiba prefecture Narashino City's pioneer case of community autonomous organization and its human support policy. This paper also surveyed the solve-problem state of the double structure which is composed of both local community association (territorial organization) and community autonomous organization. As a result, it has been cleared that the regional charge staffs had the function of budgeting for each problem and of coordinating between its citizen and administration. In this research, it has been found that local community association and community autonomous organization have formed mutual complementary relationship by human support policy. However, human support policy is a future task for operation according to regional characteristics
