Abstract
Declining population makes it difficult to secure a certain level of functions in all urban core areas. Therefore, sharing functions among urban core areas is necessary, with mutual complementation using public transportation. Cooperation among municipalities is especially important in local cities. By grasping the possibilities of moving among urban core areas using public transportation, this study can help elucidate complementary functions among urban core areas. Results show that complementation among urban core areas is possible with current public transportation services. However, some urban core areas show the difficulty of mobility unless public transportation convenience is improved. Results implied increases in service facilities obtained by moving offices to other municipalities' urban core areas.
