Abstract
This paper examines evacuation behaviors of elderly people and assisting behaviors of care managers in the event of an earthquake-induced fire or large-scale flood through the use of questionnaire surveys in the northern part of Sumida ward in Tokyo which consists of typical densely built-up vulnerable areas. Some significant findings are: 1) about 60% of people 75 years old and above face difficulty in evacuating to the designated safe areas by walking in the event of a large-scale fire; 2) most elderly people consider evacuating to upper floors of buildings in the neighborhood in the event of a large-scale flood; and 3) care managers have good potential to address these issues. These findings can be used to revise and improve the current evacuation strategies for elderly people.
