Abstract
This research aims to give suggestions to the relocation plans of tsunami-disaster prone area to higher ground to be formulated all over the country in the future. From the viewpoint of "pre-disaster planning for post-disaster recovery", challenges were extracted by conducting a survey of the actual cases of precedent efforts on countermeasures to reduce flood damage of public facilities and houses in the assumed tsunami disaster areas, where the occurrence of a Nankai Trough Earthquake is imminent. Through interviews with policymakers, the following were found: (1) Public facility relocation projects are being implemented due to aging of facilities and population reduction, but group relocation of houses and land use regulation that require regional consensus have not been realized, (2) Relocation to higher ground is being considered in conjunction with other projects such as road projects or agricultural land improvement projects, for those who wish to renew their houses and for the next generation residents.
