Abstract
As the legal system of airport construction was almost established in 1950'. They cannot work well today, because of the changes in social structure and economic system. The purpose of this study is to examine the problems of airport construction and summarize the points to be improved. In particular, out-of-date categorizing criteria of airports for financing, difficulty in restoring gains in surrounding developments to the airport due to unflexible regulations, legal systems regarding bodies for banking the sea, etc.
