In many Japanese railroad companies, human error management has been executed and various results were obtained. However, when workers’ comprehension on the safety management is poor, the effects of the strategies to prevent human error become very low. Therefore, based upon the concept of PDCA management cycle, we aimed to propose strategies that can enhance the workers’ motivation/satisfaction on safety management, and to activate the human error management in an operation center of a city transportation bureau. As a result of having executed proposed strategies since 2010, we confirmed that the workers’ comprehension level and motivation about safety management activities were improved.
