The purpose of this study is to clarify the realization process and planning method of the spur dikes combined by rocks proposed in a citizen workshop of the Katabira River in Yokohama. We conducted studying siting plans, verification of safety, constructions by citizens, and post-construction monitorings. In results, sediment accumulation in the riverbed, riffle formation, channel definition, and remains of major masonry structures are observed. Based on the above results, the following four points are discussed: a. Consensus building process: transformation into a learning community based on experience, b. Planning process: responsive process management, c. River environment design methods based on river management capabilities, and d. Techniques for citizens’ involvement in river development.
