Abstract
In Japan, civil engineering is in a quite tough condition such as delay of transferring techniques, troubles of products, down the technology in ordering side, and deteriorating of construction skills. In this severe condition, social capital infrastructures of keeping performance and quality which can produce enough benefits to the society are required. In terms of above problem, educating and securing civil engineers who contain appropriate skills is an urgent task. For this purpose, a long term strategy of raising civil engineers should be implemented with definite purpose, subject, and system for this plan. This material is rewritten by the authors of 'A report of the committee on proper implementation of "Hinkakuho"' with some addition.
