Abstract
In Japan, local cities are adversely affected by rapid depopulation and aging. Therefore, it is desired to improve networks among municipalities to secure life service levels. A plan must be consistent among municipalities to achieve improvement. Therefore, this study was conducted to ascertain what municipal transportation axes are not consistent in a municipal master plan. To achieve that purpose, power relations between municipalities and traffic infrastructure must be addressed. Results show that 1) 30% of municipalities do not use a railway as a transportation axis among municipalities, 2) about two-thirds of transportation axes have positioning that is not consistent among municipalities, 3) tendencies show a shortage of public transportation among core areas where plans are not consistent, and 4) a tendency exists by which the plans are not consistent on two-digit and three-digit prefectural roads and city roads and under planning road.
