Today, many people visit Kyoto for tourism and the number of Kyoto tourists will increase in the future. On the other hand, many tourists driving a car cause serious traffic jam. To mitigate this traffic jam, P&R is promoted in Kyoto. The purpose of this study is investigating characteristic of tourists who are positive toward usage of P&R and making evaluation index of parking lots as P&R from tourist perspective using AHP for promoting P&R in Kyoto. This study focuses on the questionnaire survey result for people who have experience of Kyoto tourism by a car. From the questionnaire survey result, I investigate characteristic of Kyoto tourists by using quantification theory type II. As the result, it is revealed that having P&R experience, having high awareness to environment, being under 30 years old and driving more than three days a week are characteristic of tourists who are positive to use P&R. Next, from paired comparison result of evaluation criterion in the questionnaire survey, I make evaluation index of P&R parking lots by AHP. it becomes possible to calculate weight of P&R evaluation criterion and to evaluate P&R parking lots quantitatively. Using the result of analysis about characteristic of tourists who are positive to use P&R, I analyze evaluation focusing on tourists who are positive to use P&R, too. By using this evaluation index, I make color maps of parking lots' evaluation as P&R and visualize parking lots' potential as P&R in Kyoto.
