The taxi service is an adequate alternative of the public transportation service in small populated areas such as rural area. However, the capacity that the taxi operators can supply may be poor because of the decrease of the taxi drivers. Also the capacity cannot be assessed easily. Therefore, the taxi operators and municipalities may hesitate to change the public transportation to taxi services. In this study, we construct a mathematical planning model to simulate the operation of the taxi service by the limited number of drivers. Then, we apply this model to the operators in rural area using actual historical data of the operation. By comparing the results of several operators, the daily capacity is assessed empirically.
