For determining the runway capacity (number of arrival/departure slots) of congested airports in Japan, the capacity calculated based on the concept of “ultimate capacity” assuming continuous demand is used, but usually the demand fluctuates over time. It is desirable to determine the capacity from the concept of “practical capacity” determined from the viewpoint of the acceptable delay time while considering the demand fluctuation. Therefore, this study analyzed the actual inter-arrival/departure time using the latest aircraft trajectory data at Haneda Airport, and re-verified important parameters such as runway occupancy time. Using the newly updated parameters, how much the ultimate capacity and practical capacity change are analyzed, and the proposed capacity evaluation method that takes into account the effects of sudden incidents such as bird strikes is also examined.
