The number of public transportation users is rapidly declining in the regional cities of Hokkaido because of a severe population decline. In response to this problem, the MaaS demonstration tests are being implemented in various regions to improve public transportation services. In this study, we have conducted a macro-transportation simulation for Muroran City, Hokkaido, Japan, using various open data to address the two issues. These objectives include identifying bus routes that need to maintain and areas that need to implement demand-responsive transportation in the future. In addition, in the Hakuchodai district, an “oldnew town” in Muroran City, we analyzed monitor questionnaire data and user movement data from the pilot on-demand transportation project conducted in 2021. Through simulation analysis, we clarified the demanded service level by residents and the number of required vehicles for on-demand transportation.
